Rutsiro held APR to a scoreless stalemate in a rescheduled Rwanda Premier League match that took place at Kigali Pele Stadium on Sunday afternoon.
The league title holder have now failed to score in a third league game this season, having failed to do so against Etincelles and Gorilla, the latter of which ended in a forfeiture after APR violated the rule that regulates the maximum number of foreign players allowed to feature in a league match.
APR have just registered only one goal from open play in this season's league.
Darko Novic's team climbed up to 11th position in the league standings with eight points from five matches after the draw.
Meanwhile, Moussa Gatera's side stayed in 10th spot with nine points after nine games.
